Frome Town Council are holding their External Affairs Committee meeting on Wednesday at 7pm at the Saxonvale Centre (Rooms 3 & 4), Garsdale (blue Elliotts building below Lidl's.)

    Just been reminded that Steiner Academy Frome's formal consultation drop-in meetings are in the Library at the Archangel, King St, Wed 11th Jan, 1-3pm & 5.30-8pm

    FTC Councillors present;
    Committee: PM (chair), TE, DA, GB, DM, MU
    Other councillors: HS, TG, NW, & for MDC - AB (late arrival)
    apols: HS-W, CB, AD.

    Steiner School - well advanced on negotiating for old Hospital plus Health Centre in Park Road, yo open in Sept 2012. Proposing intake of 26 pupils per year for 3 classes, up to final tally of 750 pupils & c. 50 teachers. Initially only 6 of 32 classrooms would be used. Jan 11th drop-in meeting.

    Merlin Theatre - funding cuts so severe (£60K) that totally restructuring underway. 44% increase in box office takings last year. Wide ranging programme & outreach work with schools. Fundraising going well but much more needed.

    Young People Frome - issued annual report & outlined work, inc. Youth Council.

    Community Groups database - need name for fair on 11th March.
    Carbon Audit - decided to wait until results of 10:10 monitoring in March. Discuss with Sustainable Frome.
    Waste recycling - discussion about whether to fund extra opening hours for recycling centre. Is fly tipping result of fewer hours or charging for hardcore? Discussion to take place with Somerset Waste Partnership 7 respond to Waste Strategy (see papers).
    Neighbourhood Planning - agreed to send response as per papers & ensure it tallies with Frome Plan. (GB)
    Parking Strategy - concern about reducing parking standards in new development as Frome needs to be seen as special case, esp. with medieval core issues. Will parking on pavements become unlawful & be enforced by new regime? CoC president very concerned & outlined key issues. FTC to respond to proposal on basis of CoC recommendations. CoC meeting with MDC on following day re parking issues in Frome & need for non-uniform tariff.
    Open Space Strategy - outlined the overview of public spaces & good work of community specialists on Working Party. Agreed to adopt the Strategy which sets out key public spaces and priorities (see paper).
    Sports Working Party - it was agreed to set this up - HS to co-ordinate & set out clear objectives & timescale.
